Cook broccoli until just tender; drain and arrange on the bottom of a greased 8" square baking dish.
Top with turkey.
Melt butter in saucepan; stir in flour.
Add milk and cook, stirring constantly, until sauce is thickened and smooth. Add bouillon; stir to dissolve.
Pour sauce over turkey and broccoli; sprinkle with Parmesan cheese.
Put dish under broiler until cheese is light golden and sauce is bubbling hot.
