I received the product shown below, to facilitate my review. As always, all opinions expressed here are entirely my own.

Before you see “mood” in the word Moodies and freak out over these packets, let me assure you that despite the similarity of packaging, they are not contraceptives. Moodies are a completely child-safe-to-talk-about product — and a lot of fun. They’re for this:

These small foil packets each contain a silicone light bulb cover. They remind me of the silicone version of a microphone cover – the kind that keep you from popping your p’s while speaking or singing.

(I do apologize for the quality of the photos in this post. Moodies presented a particular photographic difficulty, as I’m sure you’ll understand as the post progresses!)
Silicone is heat-safe — at least to a point — so these are perfectly safe to use on CFL or LED bulbs. (Don’t use them on standard incandescents, which burn hotter.) Generally speaking, you’d probably still use whatever shade goes on your lamp; I used my shade-less photography lamp for these pictures, in part so you can see the covers and in part because it was a readily-accessible LED bulb.

(That’s this daylight LED bulb, that I found at Amazon.)
Sooo…you grab your little packets (which are a perfect size for dropping into a stocking!), rip one open, and carefully stretch it over the light bulb. Then use the light as usual. (If you’re going to take your Moodies off and reuse them, make sure the bulb is cool again before you touch them!) My kids had a blast watching me switch these colors out so I could take pictures of them for you.
I couldn’t use flash or anything because I didn’t want to interfere with the color cast of the Moodies-colored lamp, but that means the pictures are pretty dark. You can still see, though, in the images with the lamp on, how the light is glowing the color of the cover.

(There’s a piece of white foam board behind the light, so all color cast is from the light.)
You can buy individual colors, or a set of nine.
